New Bacolod Airport is positioned as the first phase of development of major domestic airports planned by the Philippine government.
The new airport is to be constructed in Silay City, some 24km north of the existing Bacolod Airport, located in Bacolod City on Negros Island. Basically it is an airport for domestic flights, and in a bid to trigger business and tourism for the central Philippines area (the area including Negros Island, where the new airport is to be located, and Cebu Island, a famous tourist destination), it will have a 2000-meter runway and design specifications on a par with an international airport, and which comply with international standards.

The owner of the new airport will be the Government of the Philippines, Department of Transportation and Communications - Air Transportation Office (DOTC).
Design and supervision will be carried out by Pacific Consultants International (PCI). Detailed design of some of the air traffic control, lighting, meteorological and aviation fuel facilities will be handled by the Takenaka-Itochu joint venture.
