The facility combines a library, hall, health center, and Childcare Support Center that were separate facilities prior to the earthquake. As the central facility of the town, it is linked both functionally and in flow lines to the low-lying commercial area and the residential and educational facilities on the higher ground, and plays a role in regenerating the community. The town residents themselves participated in building the monument erected within the site.
