At the time it was rare as an urban park, being known as Tokyo’s first elevated park. After about 50 years various issues such as aging, seismic performance, etc., came to the fore, and it was decided that it should be renovated utilizing the vitality of the private sector. In the scheme, the park itself is designed on a rooftop 17 m above ground, utilizing the elevated urban public park system that was first used in Shibuya. Below the park is a multi-purpose facility consisting of three floors of lively retail facilities, an urban car park in the basement, and a hotel on the Harajuku end. The aim is that the fusion of these facilities will produce synergetic effects, resulting in quality urban infrastructure that accommodates interaction among diverse people and diverse lifestyles.
